Conservation Board Invites Private Development at Storm Lake Marina

Buena Vista County has finalized its direction for the future of the Storm Lake Marina, setting aside earlier ideas of relocating conservation offices to the lakefront and instead opening the door for private development at the site.

At its April 7 meeting, the Buena Vista County Conservation Board voted to keep all conservation offices, naturalist programming, and operational functions at the existing county park near Peterson, rather than moving them to the marina. 

County Conservation Director Greg Johnson says the decision reflects months of public input and a clear conclusion: the county park is better suited for long‑term operations, while the marina is better positioned for public‑facing uses and future development.

With that decision made, the conservation board will now revise and restart earlier plans to expand office, environmental education, shop, and equipment‑storage space at the county park. Those plans were originally drafted before the county assumed management of the marina in 2024, but were paused to explore whether consolidating operations at the lakefront could save money or improve public access.

Board members say that after reviewing multiple concepts, gathering public feedback, and making improvements to the marina facilities, keeping operations at the park provides the most flexibility and efficiency for the county’s conservation system.

The shift also clears the way for new opportunities at the marina itself. The conservation board is now inviting private businesses to submit proposals for long‑term leases of the marina buildings. Potential uses could include a restaurant or bar, event or rental space, bait and tackle sales, concessions, or marine‑related services such as boat repair. The board says proposals will be evaluated on long‑term viability and whether they provide a reasonable return based on local market conditions and professional real‑estate guidance.

The timing comes as Buena Vista County prepares to assume full ownership of the roughly 17‑acre marina property, following years of improvements, maintenance work, and compliance upgrades. A subcommittee has also spent the past several years exploring leasing options and gathering public input. While no viable long‑term lease proposals emerged during that earlier process, the board says public feedback consistently supported expanding public‑oriented uses at the marina.

Board members say the direction approved last week reflects that feedback while ensuring conservation operations remain sustainable and capable of serving the broader community.

The conservation board is encouraging individuals or businesses interested in developing or leasing marina space to come forward with proposals that enhance the site as a recreational destination while preserving its role as a public asset.
