Storm Lake Traffic Stop Leads to Felony OWI, License Violations

The Storm Lake Police Department arrested a local man this week after a midday traffic stop led to multiple driving and alcohol‑related charges.

Police say the stop happened around 12:30 p.m. Tuesday in the 1100 block of East 5th St. An officer pulled over a vehicle and identified the driver as 52‑year‑old Ly Lou Chea of Storm Lake. According to the department, Chea’s driving status in Iowa was both barred and revoked.

As the officer made contact, police allege Chea showed signs of alcohol impairment. He was taken into custody at the scene and transported to the Buena Vista County Jail for further testing.

Following the investigation, Chea was booked on three charges: driving while license revoked, a serious misdemeanor; driving while barred, an aggravated misdemeanor; and operating while intoxicated, third or subsequent offense, which is a Class D felony.

Chea was held in the Buena Vista County Jail on an $8,000 bond.
