Storm Lake Man Charged in Sexual Abuse of Two Minors

The Storm Lake Police Department has arrested a local man following an investigation into the sexual abuse of two minors.  

The department says it was notified last week by the Iowa Department of Health and Human Services about a delayed report of abuse that occurred in Storm Lake several years ago.

According to investigators, 63‑year‑old Rafael Medina is accused of having sexual contact with two minors under the age of 18 between May and September of 2021 at a Storm Lake residence. Police say the allegations were developed through a joint investigation with HHS and the Buena Vista County Attorney’s Office.

Medina surrendered to Storm Lake Police on March 3 and was taken into custody without incident. He is now charged with one count of second‑degree sexual abuse, a class B felony, along with two counts of lascivious conduct with a minor and two counts of indecent contact with a child.

Medina was booked into the Buena Vista County Jail on a $55,000 bond. The case remains under investigation.
