Storm Lake Man Arrested on Felony OWI After Traffic Stop

The Storm Lake Police Department arrested a local man early Friday morning after a traffic stop led to felony charges.

At about 12:50 a.m. on Dec. 26, an officer stopped a vehicle in the 900 block of West Milwaukee Avenue for a minor traffic violation. Police say the driver, 28‑year‑old Rafael Huerta Garcia of Storm Lake, showed signs of impairment during the stop. Following an initial investigation, Huerta Garcia was transported to the Buena Vista County Jail for further testing.

Authorities later charged him with operating while intoxicated, third or subsequent offense—a Class D felony. He was also charged with violation of license restrictions, a simple misdemeanor.

Huerta Garcia was booked into the Buena Vista County Jail on a $5,175 bond.
