Report of Crazed Individual Leads to Arson, Drug Arrests

A report of an unstable individual led to an arson arrest, and another arrest for drug possession.

The Storm Lake Police Department was called to 824 North Ontario Street at approximately 6:30pm Thursday. Upon arrival, police say they were advised by occupants that a man identified as 36-year-old Bounta Phanthavong of Storm lake had intentionally started a fire in the basement of the residence, which was extinguished shortly after by the other occupants. Phanthavong was taken into custody on scene without incident.

While making contact with occupants, police made contact with another man identified as 21-year-old Marson Bernardo of Storm Lake. Bernardo was found to be wanted on a Buena Vista County warrant charging him with Failure to Appear Reference 1st Degree Burglary. Bernardo was taken into custody on scene without incident. Police allege that after taking Bernardo into custody, they located several baggies of methamphetamine packaged for sale on his person.

While on scene, police allege they observed items of drug paraphernalia inside the residence. Police then applied for and obtained a search warrant for the residence. Following a search, police located a quantity of marijuana and additional drug equipment.

Phanthavong was transported to the Buena Vista County Jail where he was booked on a charge of 1st Degree Arson, a class B felony. Phanthavong was booked and held on a 25-thousand dollar bond.

Bernardo was transported to the Buena Vista County Jail where he was booked on a charge of Possession of Methamphetamine with Intent to Deliver, a class C felony...and the BV County warrant for Failure to Appear. Bernardo was booked and held on a 35-thousand dollar bond.
