Missing Children Found; Two Charged

Two children reported missing Monday in Storm Lake were found safe in Buena Vista county and are in police custody.

Police report the children were located around 6:00 Monday evening at a residence in Alta. Authorities say kidnapping charges have been filed against two family members in connection with the disappearance of the children. Police believe family members were hiding the two children, three-year-old Ymani Banks and one-year-old Yamir Banks.

The father of the children, 32-year-old Scott Banks, was arrested Monday morning for contempt of court for violating a court order. His charges were upgraded Monday afternoon to kidnapping and perjury. Banks was being held without bond in the Buena Vista county jail.

Monday afternoon Storm Lake police and the Buena Vista County Sheriff’s Office executed a search warrant on the grandmother’s home in Storm Lake. The grandmother, 50-year-old Dionne Pamon, was arrested for allegedly helping hide the children. She’s also facing kidnapping charges.

According to police, witnesses said the children were dropped off at the house in Alta by another family member, and they were unaware of any court order causing the children to be presented to the court. The children were unharmed and tuned over to the custody of the Iowa Department of Human Services. The investigation is continuing.
