Missing Children Located

The Storm Lake Police Department Monday afternoon asked the community’s assistance in locating two missing children, allegedly being hidden by their family. Public safety director Mark Prosser Monday evening said the children has been located and are in the custody of the Storm Lake Police Department. They are unharmed. More information will be released Tuesday morning.
On December 6th, the Storm Lake Police Department assisted the Iowa Department of Human Services in attempting to locate three-year-old Ymani Banks, and one-year-old Yamir Banks, both of Storm Lake. The children were both listed on a removal order issued by the Juvenile Court System for evaluation of their well-being. Police and DHS staff made contact with the father of the children and other family members, and advised them of the removal order, and instructed the family to turn the children over to the Department of Human Services, as ordered by the Juvenile Court. The children were never turned over to DHS.
This morning around 10am, a hearing was held in connection with the case, and the violation of the court order by the biological father, identified as 32-year-old Scott Banks of Storm Lake. Once again, the father allegedly did not produce the children, and failed to comply with the court’s orders. Banks was arrested for Contempt of Court, and booked without bond into the Buena Vista County Jail.
Police again attempted to locate the children, and received information that the children’s family conspired to hide and relocate the children from the court.
Storm Lake Police, assisted by the Buena Vista County Sheriff’s Department, searched a residence at 205 West 8th Street late this morning in search of the children, but they were not located. Police did locate and arrest the children’s grandmother, 50-year-old Dionne Pamon of Storm Lake, who allegedly assisted in hiding the children from court. Pamon was charged with two counts of Kidnapping, a class C felony. She was booked into the Buena Vista County Jail on a 20-thousand dollar bond.
Early this afternoon, Banks was charged with two counts of Kinnapping…and Perjury, a class D felony.
Law enforcement searched several other homes in the Storm Lake area, but were unsuccessful in locating the children. Police believe the two children may have been transported out of the city by others assisting in hiding them from court, and may be traveling to Chicago. Police believe the children may be in imminent danger.
