Late Sunday, at approximately 11 pm, a Clay County Deputy initiated a traffic stop for a traffic violation in the 4700 mile of Hwy 71. Further investigation found that the driver, 70-year-old Lao Xiong, of Storm Lake, did not have a valid driver’s license and that Phoua Her, owner of the vehicle, knowingly let him drive without a license.
Phoua was cited and released for Permitting an Unauthorized Person to Drive (a Simple Misdemeanor), while Xiong was placed under arrest, being charged with D.U.S., No Driver’s License, No Insurance and Speeding (all Simple Misdemeanors). Xiong was transported to the Clay County Jail.
