Minnesota Man Charged for Repeated Incidents of Sexually Abusing a Child in Storm Lake

A Minnesota man has been arrested on multiple felony charges for allegedly sexually abusing a child several times in Storm Lake over a period of more than a year.

Two months ago, the Storm Lake Police Department was notified of the alleged incidents by the St. Paul, Minnesota Police Department. Following an investigation, police identified the suspect as 41-year-old Ka Toe of St. Paul. Toe allegedly had sexual contact with a female child under the age of 12 on multiple occasions between January 2019 and March 2020 at a residence in the 700 block of Michigan Street in Storm Lake. Authorities subsequently applied for Buena Vista County arrest warrants.

Toe surrendered himself to the Storm Lake Police Department on Tuesday, and he was taken into custody without incident. Toe is charged with two counts of 2nd Degree Sexual Abuse, a class B felony…Child Endangerment Resulting in Serious Injury and two counts of Lascivious Acts With a Child, all class C felonies…two counts of Incest, a class D felony…and two counts of Indecent Contact With a Child, an aggravated misdemeanor.

Toe was booked into the Buena Vista County Jail on a 25-thousand dollar bond. The St. Paul Police Department and Midwest Children’s Resource Center assisted in the investigation.
