August 22, 2019 10:50am

A Storm Lake man was arrested after police Wednesday morning were dispatched to 517 Superior Street to investigate a report a person had been locked in their apartment against their will.

Officers met with the victim, who alleged a neighbor tied a rope around the victim’s apartment door knob with her inside and would not let her exit her apartment. Witnesses told police the suspect, 49-year-old Juan Figueroa-Alvarez of Storm Lake, threatened to kill the victim and set the apartment on fire. The victim, who was reportedly screaming to be released, was able to gain enough leverage to get the door open and free herself at which time she called for the police.

Other responding officers encountered Alvarez near the apartment building. Police allege he refused to comply with officer’s commands and he swung and struck an officer in the head with his fist. A fight ensued and Alvarez was taken to the ground and subdued. Alvarez received minor injuries to his face during the struggle with officers but did not require medical attention. The assaulted officer was uninjured.

Alvarez was charged with first-degree harassment, an aggravated misdemeanor... false imprisonment, assault on a peace officer, both serious misdemeanors... interference with official acts and public intoxication, both simple misdemeanors. He was jailed on a 46-hundred dollar bond.
